The National Institutes of Health (NIH) is currently recruiting to fill multiple full-time vacancies for the newly created Division of Extramural Activities Support for Grants Clerks and Extramural Support Assistants (GS-303-4/5/6). The duties and responsibilities of the positions include:

A. Receives, reviews for completeness, routes, and stores grant applications and research and development contract proposals.
B. Provides logistical support and coordination for scientific conferences, workshops, and site visits, as well as board, Council, and other advisory group meetings.
C. Manages data in the IMPAC II system and in other databases.

ORGANIZATION LOCATION:

Department of Health and Human Services, National Institutes of Health (NIH), Office of the Director (OD), Office of Extramural Research (OER), and Division of Extramural Activities Support (DEAS).

The National Institutes of Health (NIH) employees have won the first of two large cost comparisons initiated this year in compliance with the Office of Management and Budget's Circular A-76, also known as competitive sourcing. This first review was across all NIH extramural components, and the DEAS staff won when the Most Efficient Organization (MEO) proposal they developed was successful in the competition.

The NIH MEO Development Team has developed an organizational transition plan for the implementation of the DEAS MEO. The detailed transition plan, the MEO, and FAQs are posted on the A-76 website (http://a-76.nih.gov/).

The government's MEO bid resulted in the establishment of the Division of Extramural Activities Support (DEAS) within the Office of Extramural Research (OER) in the NIH Office of the Director (OD). The DEAS includes the support for the functions of grants management, peer review, and scientific program management. Development of the MEO was accomplished through review of the PWS requirements, analysis of workload data, and participation and evaluation of the requirements by staff currently performing each function.
Primary emphasis was placed on identifying areas for improving efficiency, gaining effectiveness, using economies of scale associated with consolidating similar activities in a common area, introducing standardized best practices, and re-engineering business processes so as to increase workforce productivity.

DUTIES AND RESPONSIBILITIES:

This position is located in the Division of Extramural Activities Support (DEAS), NIH, as part of the Government's Most Efficient Organization (MEO) that is responsible for providing administrative and technical extramural support in the development, review, and management of grant and contract supported research and training programs on a wide variety of biomedical and behavioral diseases and disorders. The incumbent is responsible for providing clerical and technical services to Program Directors, Grants Management Officers / Specialists, and Scientific Review Administrators NIH wide. Serviced NIH employees are located in all the extramural activities and components of the NIH Institutes and Centers. Major duties and responsibilities include providing administrative support to NIH scientific program development, scientific review, and grants management functions; as well as providing logistical support; and managing data. May be assigned to any of the various MEO Task Units, Sections, and Hubs.

BASIC QUALIFICATIONS AND SELECTIVE FACTORS:

For GS-04--One year of general experience OR two years of education above the high school level. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

For GS-05--One year of specialized experience equivalent to at least GS-04 level work OR four years of education above the high school level.

For GS-06--One year of specialized experience equivalent to at least GS-05 level work.
